The Yemen general oil & gas corporation was established by republican decree NO (47) for the year 1996 issued on 24/4/1996. chapter two thereof defined objectives, powers and responsibilities of the corporation as hollows:
Article (4): without prejudice to what has been set forth in the effective agreements in the oil and gas field, the corporation shall perform explorative, productive commercial and economic activities by itself or through any of its competent affiliates as to achieve the economic unification of decision making. The corporation shall specifically undertake the following:

implements approved policies required for developments of oil and gas resources and their efficient utilization.

Supervision of its affiliate companies, management and control of their technical and financial performance .

Provides local market requirement of oil- refined products, and intermediate products.
-
Exploration and production of oil and gas as well as supporting services required in this area.

Crude oil refining and gas processing.
-
Set- up industrial oil and gas facilities (extraction, treatment, liquidation, filling, transportation, storage. Etc) in accordance with the standards of oil and gas industry.

Marketing and exporting of crude oil, petroleum products and gas.
-
Establishment of petrochemical industries.
-
Propose measures and standards for oil and gas industry and monitor abidance thereby.
-
Follow- up and stubby modern methods for management and techniques of work in its field of activity to improve its performance and raise the economic and technical efficiency therefore.
-
Coordination between its companies to ensure technical- economic integrity of its activities.
-
Provides services in the field of technical studies, designs and information systems.
-
Any other assignments required by the nature of its objectives, responsibilities or position as a holding corporation or any other tasks authorized by the minister or necessitated by the applicable laws, decrees and regulations.
Affiliate companies to the companies to the corporation:
1. petroleum products distribution company. (YPC)
2. Aden refinery company. (ARC)
3. Yemen gas company. (YGC)
4. Yemen company for oil refinery. (YORC)
5. Yemen company for petroleum and mineral investment. (YICOM)
6. Any other company formed in the future.
The corporation supervises and directs the activities of affiliate companies companies and shall resolve any problems or obstacles whether through decisions taken by the board of directors or through daily follow- up of the activities of affiliates. Activities of affiliates companies; their tasks and specializations are summarized below:
First: Petroleum products distribution company:
The Petroleum products distribution company. (formerly Yemen Petroleum company) is responsible for marketing and distribution of petroleum products in the local market (gasoline, diesel, matzoth, kerosene) received from Aden and Mareb refineries. It also provides fuel to airports of the republic and vessels in most seaports of the republic. The company performs such activities through its owned stations and facilities or through agents (owners of stations), as well as supervision on supply process, its accuracy and observing safety and security measures.
The company is currently studying the setup of typical fuel stations in main cities to improve the level pf services rendered to citizens either by financing the setup of such stations or allow any local or foreign investors to implement the same.
Second: Aden Refinery Company:
Work in 1952 and ended in 1954 by the British petroleum Co. (BP). The refinery was designed to produce 170 thousand barrels per day. Ownership of the refinery was transferred to government on 1/5/1977 when British petroleum waived it up. During the past period (end eighties and beginning of nineties) a number of projects have been implemented in the most important of which are:

Building new tanks for crude oil and petroleum products.

Modernization of anchorages and increase their capacity.

Deepening the seaport to accommodate bigger vessels.

Improve some units therein.
-
Setup and improve the LPG facilities and increase their storage capacity.
Work is currently being done to prepare for the improvement and updating of the refinery according to plans, programs and the available finance.
Third: Yemen Gas Company:
The LPG is produced in the republic from two sources; the first is Aden refinery company whereby production is totally exported and the second is the central facilities in safer oil fields, mareb/ AL-jawf block (block 18) where crude oil is separated from crude gas and treated to obtain liquid gases; the remaining gas is re-injected to reservoirs and the Yemen Gas company is supervising the process of LPG filling-in, transportation and marketing for household purposes such as cooking or other purposes as a replacement for (firewood and kerosene) due to its good environmental features and its low cost. This process done through its owned stations or through agents. Recently setup of the gas-operated vehicles stations has been executed. The company is responsible for marketing and transporting of LPG in the republic, supervision and control of prices, weights and specifications to ensure the application of industrial security and professional safety procedures and taking necessary actions against those who violate these rules.
Fourth: Yemen Company for oil Refinery:
Mareb refinery was established in 1986 with a production capacity amounting to 10,000 barrel per day, production includes gasoline, diesel, matzoth and naphtha to supply petroleum materials for petroleum activities in block No.(18) (mareb-AL-jawf), in which Yemen hunt oil co. is operating and to fulfill the needs. The refinery continued to be operated and managed by hunt company through a contract that has been signed therewith. This contract expired on December 1995 and the refinery is currently being managed by the Yemeni company for oil refinery with Yemeni cadres. Work is being done currently to prepare feasibility and technical studies to increase the refinery capacity to 25,000 barrel per day in addition to preparation of studies to setup petrochemical industries as (chemical fertilizer, detergents. Ets.).
Fifth: Yemen Company for petroleum and mineral investments:
The Yemen company for petroleum and mineral investments has been established in 1989 as per low No. (1) for the year 1989.this LOW awarded the company some concessions for oil end minerals exploration in block (5) jennah. In march 1990, the company concluded a production sharing agreement with a group of international companies (hunt, Exxon, total, Kuwaiti, kuvpik and tow Russian companies) to develop the area. The Yemen company for petroleum and mineral investments is participating with a percentage pf (20%) of the total partners share.
After four years of exploration works in the region oil was declared to be discovered heliwah and Al-Nasser fields in 1995 surface facilities were installed and the pipeline was extended to the neighboring block (18) in which hunt Co. is operating. Therefore, oil is exported through the main pipeline to Rass Issa in the red sea. The daily production of oil in this block is estimated at app. 56,000 barrel per day.
Petroleum Training Center:
Petroleum Training Center was established in 1996 belonging to the Yemen General corporation for Oil and Gas. The center organizes training courses for workers in the field of oil, minerals and gas. Specialized technical courses are being held in addition to training courses in the English language, computer and secretariat works. Lecturers from outside Yemen, Sana'a University and experienced staff in oil, gas and minerals assist in this straining.
The Activity of the Corporation in the Field of Exploration and production:
Pursuant to the assignments and responsibilities of the yemen General oil and Gas corporation, defined by the Republican Decree No. 47 foe the tear 1996 regarding the formation of the corporation, the Yemen General oil and Gas oil and Gas Corporation has been considered since 1997 as a participating party with oil companies operating in the Republic of Yemen, within the PSAs, under the name of the Yemen company under Establishment or the Affiliate company, with percentages ranging from (5%-25%). The corporation had formed the petroleum Investments Department to follow-up all works and activities implemented by oil companies as per signed agreements. Budgets and annual work plans are being discussed and implementation of such works and field follow- up is being ensured, whether survey or drilling activities in addition to participating in meetings with shareholders, presenting opinions and remarks regarding all matters related to work flow in concession blocks. In the following tables, we shall indicate numbers of blocks, their names, and partnership percentages therein and date of signing their related PSAs. |
